I think green cheek conure as an ideal beginner bird.

Depends upon you as a beginner...
Cockatiels are generally a nice choice. They are very easy to manage and are incredibly loving and sweet birds especially when we hand fed them regularly. Also Budgies are another good choice since they are not too expensive and can be managed easily. Another option is love birds, if you've got a lot of time to dedicate, Actually all parrots need a lot of time and atteniton but lovebirds need even more, so, they can become more bonded.

Like Steve said Green Conures are also nice option.They are one of the quietest of the conures and are sweet, small and fun little parrots with big personalities.
